What is a ULN?
A Unique Learner Number is a 10-digit number which is unique to the learner and is used in England, Northern Ireland and Wales. Further information on ULNs can be found at: http://www.miap.gov.uk/products/uln/
Why do we need the ULN?
A ULN will be used by awarding organisations to populate a central Personalised Learner Record (LR) in relation to qualifications achieved by the learner within the QCF Framework. The learner will be able to access their Learner Record (providing they have a ULN) and the LSC will be able to share the Learner Record with the partner organisation, selected by the learner, to allow them to access the information.
Is a ULN mandatory?
It is a mandatory requirement for the centre to submit a ULN on the learner registration form, to NOCN, for any learner working towards either a Diploma or Functional Skills Qualification. Centres who are offering assessment leading to awards within the Qualification and Credit Framework (QCF) are required to have in place arrangements to obtain a ULN of behalf of its learners. A learner may choose not to have a ULN.
Who obtains a ULN?
It is the responsibility of the centre, where the learner is registered, to obtain and validate the ULN for the learner and to supply this information to NOCN as part of the learner registration process. If a learner supplies the centre with a ULN the centre will be required to validate this before they submit registrations to NOCN.
How do Centres obtain a ULN?
Managing Information Across Partners (MIAP) operates the Learner Registration Service (LRS) who are responsible for issuing ULNs. To be able to obtain ULNs for your learners a centre must be registered as a Learner Registration Body (LRB).
