Funding withdrawal: Review of post-16 qualifications at Level 3 and Below

ESFA has confirmed its intention to withdraw funding approval from qualifications with low or no enrolments from August 2021. This applies to post-16 qualifications at level 3 and below and includes:

• 16 to 19 study programmes;
• Advanced learner loans;
• ESFA funded adult education budget (AEB);
• European Social Fund (ESF).

Mayoral Combined Authorities (MCAs) and the Greater London Authority will decide whether devolved AEB funding of qualifications will be withdrawn in their area for qualifications with low and no enrolments.

Withdrawal of funding approval affects many of NOCN’s qualifications. The list of qualifications is attached with this bulletin.
NOCN has until 27 March 2020 to appeal against the withdrawal of funding for individual qualifications. Please get in touch with us by emailing: product.development@nocn.org.uk by 18 March 2020, if this is going to have an adverse effect on:
• your centre
• your students
• a qualification’s occupational area
• your geographical area.
We will then consult with you to gather suitable evidence to support an appeal to ESFA for the qualification(s) on your behalf. Alternatively, we may be able to recommend other suitable NOCN qualifications.
