NOCN Group Signs Memorandum of Understanding with Malaysia’s Department of Skills Development

NOCN Group, through their principal partner Vistouso, has signed a Memorandum of Understanding (MoU) with the Department of Skills Development (Jabatan Pembangunan Kemahiran, JPK), under Malaysia’s Ministry of Human Resources.

The deepening collaboration marks a significant step forward in international collaboration in Technical and Vocational Education and Training (TVET). The signing ceremony took place at the Sama Sama Hotel, KLIA, during a dedicated event hosted by JPK on 14th October 2025.

This strategic partnership aims to strengthen the quality of human capital and foster the development of world-class skilled professionals through joint initiatives and shared expertise. The MoU outlines a framework for cooperation that respects the prevailing laws, regulations, and policies of both nations.

Key Areas of Collaboration Include:

  • Joint Qualification Development: Creating pathways between NOCN-accredited and UK-regulated qualifications and Malaysia’s Skills Certification System.
  • Qualification Alignment: Ensuring NOCN qualifications are compatible with Malaysia’s national skills standards.
  • Global Recognition: Promoting international recognition and mobility of Malaysian skills qualifications.
  • Capacity Building: Supporting the development of trainers and assessors.
  • Exploratory Initiatives: Identifying and pursuing additional areas of cooperation in skilled human resource development.

The Department of Skills Development (JPK), under Malaysia’s Ministry of Human Resources, plays a key role in advancing the country’s TVET agenda. It develops national skills standards, accredits training institutions, and awards the Malaysian Skills Certificate (SKM). Through initiatives such as the Recognition of Prior Achievements (PPT), and the National Dual Training System, also known as the Akademi Dalam Industri (ADI), JPK ensures Malaysia’s skills ecosystem remains industry-relevant, inclusive, and aligned with the nation’s goal of becoming a high-income, knowledge-based economy.
