
NOCN Group has been recording individual credentials for many years. Prior to the acquisition of the Construction Plant Competence Scheme (CPCS) in 2019, this was delivered through paper-based systems, forming the first evolution of the Skills Passport.
Since the purchase of CPCS, and through continued scheme development, the Skills Passport has evolved significantly. This includes the development of the DigiKey Pilot in 2021, where skills passports were used to automate machine control through API integration on HS2 infrastructure projects. During this period, a credential-led, paper-based passport remained in use.
In 2024, CPCS launched the digital logbook for CPCS cardholders to use via the NOCN Hub. This solution provides essential CPD and competency information, ensuring operators maintain the skills required to operate plant machinery safely and effectively. Competencies are reviewed every five years in line with industry requirements.
Cardholders can access their full credential profile on desktop or mobile devices. Using NFC (Near Field Communication) technology, a simple card tap on a mobile phone enables on-site supervisors to quickly verify an individual’s skills, competencies and valid operating tickets for approved plant categories, all in one place.
NOCN Group is currently running a pilot programme with TCS iON in India. This combines the Skills Passport methodology with an online learning platform and direct routes into the local job market. This initiative represents the first step towards a globally recognised Skills Hub, connecting learning, certifications and career-ready skills with employers worldwide.
